So I don't think there is a kind of single right answer.
Most countries that do it do a few entry points during the year.
And so that is more likely to be the kind of system we might look at.
I think the other thing that's changing in New Zealand, just if I may, is the curriculum.
So the new curriculum, particularly in the early years of primary school, has moved much more towards a structured,
learning sequence.
So just to translate that bit of jargon, what that means is there's a set of things you have to do and learn so that you can move on to the next stage.
And so for someone starting school when they're turned five halfway through the year, who hasn't been part of what the other students have been doing around them, that's much more difficult for the student and for the school to organise.
So
I think one of the changes that we want to understand is the way in which schools need to be able to organise their teaching and learning through the year in a different way based on the new curriculum.
That's right and of course the other thing is that a lot of primary schools operate a system in year zero, year one and year two where they don't necessarily make the choice about exactly which year group you go into until you're that little bit older.
So it is a balance there between some flexibility for parents
some flexibility for the schools which will enable them to do the thing that works best for that family or for that child?
Yeah, I think to some extent that could be a risk.
I mean, the system that we've had so far is one where they have to consult their community before they introduce cohort entry.
And I think looking back over the last sort of 10 years or so to the previous changes, what's really clear is that parents in those communities really value the flexibility that the current system gives them.
So I think it is something that as a system we need to look at as to whether that's now the best way to teach the curriculum and whether that flexibility does create some inequities and some unfairness through a child's learning journey.
But we need to be really careful about that and we need to understand what other problems we might create, such as, for example, the costs of early childhood care or for some people, you know, if they're
their child isn't in early childhood because they live a very long way away, turning five is the opportunity for the child then to access school during the day and to do that through the school bus network.
