She's a great person.

I just saw her a couple weeks ago.

I went back to see her and some other people in Salt Lake City.

So she's a single mom with three kids.

She's always been low income.

She's a manicurist.

And she gets a number of benefits from the state of Utah.

So she's on Medicaid.

She gets SNAP benefits, and then she's gotten an assortment of other things.

And something like eight or nine years ago, she was labeled a fraud risk by the state of Utah.

She had screwed something up on her taxes because the salon where she was working overstated her income.

It didn't match up with the money that was actually in her bank account.

So she had to pay some restitution as a tax penalty.

And ever since then, the state of Utah has required her to reapply, fully reapply for her benefit programs every month or two.

And until recently, Marcella didn't have a computer.

She had a phone, and it was really hard for her to do.

She has three kids, she has a job, she works full-time.

She'd have to go to a library or get somebody else to help her.

It was enormously burdensome.

All of these hours, it was driving her crazy.
