One is that yes, there is fraud and it's bad, right?

Like I'm not saying fraud is good and then we should tolerate high amounts of it.

Most fraud and safety net programs, the dollar figures, they're not coming from individuals.

They are coming from criminal groups, criminal organizations, and institutions.

So for instance, most Medicare and Medicaid fraud, that's done by nursing homes and physicians offices, right?

And so we don't actually have great measures of the second and bigger issue, which is something called improper payments.

And so that's when you get a little bit more or less than you should be getting.

And it's generally a function of how complicated the programs are.

Do you know your net income from last year?

What is net income?

Most people have no idea what you're talking about.

And so the programs are so complicated to you.

Is that it generates these errors.

If the programs were simpler, the improper error rate would go down.

And we have this perverse thing happen, which is that if you don't get onto a program because you can't get the paperwork done, if you are improperly denied benefits, you don't go into the payment error rate.
