The Trump administration is trying to push Iran further outside the Western financial system through what it calls Operation Economic Outcast.

Washington has targeted Iranian aviation, shipping, proxy networks, and some Chinese companies and refiners tied to Iranian trade.

But the United States has so far been much more cautious about targeting major Chinese financial institutions.

That is because sanctioning a major Chinese bank could turn the Iran confrontation into a much larger US China financial confrontation rather quickly.

And because we're not looking to escalate a trade war with China, we have a basic enforcement problem when it comes to Iran.

China remains one of Iran's most important economic partners.

So if the United States tries to economically isolate Iran while avoiding the largest Chinese institutions involved in Iranian trade, there are pretty major limits to how effective US pressure on Iran can be.

That means Trump may have to decide how hard he is actually willing to push Xi over Iran and whether we actually are going to do something with the support China is providing.

Iran.

Now some of the other minor wins that could come from this are the Americans that are detained in China.

The State Department officially designated researcher Min Xin as wrongfully detained back in August, joining Dr.

Yao Lin Shen under that same designation.

We saw some prison releases the last time there was a summit, when Pastor Ezra Jean was released and returned to the United States on July fourth after Trump raised that case with Beijing.

In response to that, Washington removed some Hong Kong related sanctions and trade restrictions.

We may also see discussions of election security.

The Trump administration released declassified intelligence in July, alleging that China and other foreign adversaries had obtained personal information involving two hundred and twenty million American voters.

The Trump administration called it the largest known compromise of American voter information.

China has denied the allegations.

Now I doubt Trump directly raises the issue with Xi Jinping, but he might.

Now nonetheless, those are really the major topics we could see.
