I think there are plausible arguments for why you might think the multiplier is higher than it would normally be.

And there are two main arguments for this.

One is that interest rates in most advanced economies are zero, so monetary policy or interest rates can't offset fiscal tightening.

So if you cut spending or raise taxes, you can't have an offsetting cut in interest rates to boost the economy.

So that might make the effect bigger, but it's not certain.

And the second argument is that if all countries are simultaneously cutting spending or raising taxes...

then you can't effectively export some of the difficulty to other countries because they're doing it as well.
