The story's one of those interesting stories of unforeseen consequences.
About three years ago, the Office for National Statistics announced
realised that its sample size when it sent out its people to go and collect prices for clothing around the country was getting too small because they were saying to the people who collect the prices that you have to be absolutely specific on the type of clothing that they had to go and collect.
So let's say it was a shirt, they had to say it was a white shirt with button cuffs and button-down collars and a top pocket and if the shirt didn't entirely match the description then they wouldn't be able to collect the price and they found that they had lots of gaps in their series
which they thought was making the inflation series slightly suspect.
So they relaxed the rules and said, you know, these shirts, a white shirt is a white shirt, and that can be essentially comparable.

number of price quotes they got.
In July 2011, we had a situation where, based on the same price quotes in the same shops on the same day,
RPI clothing price inflation was about 12% and CPI clothing price inflation was 2%, a 10 percentage point difference.
The key property, which is really problematic in the RPI, in the way when you just take the average, the changes in prices, is that if prices rise...
