The problem really for the government is that making changes that people are going to notice is going to cost them a lot of money.
So the recent tax strategy group papers estimated, for example, that if you were to adjust the whole income tax in USC system for inflation, in other words, to make sure that when people got wage increases this year, they weren't paying a small bit extra in income tax.
And that happens because you pay a bit more at the higher rate or you're pushed into the tax system when you are excluded from it.
To do that would cost over a billion dollars.
