Guidelines and best practices are much more of a how should we do things.
And they really can be very industry or company specific.
Standards can be very specific to an industry or methodology as well.
But they're really trying to bridge the gap and make it easier to interpret the same thing.
So in a lot of ways, I would say standards, good standards will lead organizations to create good guidelines or good best practices.

So here's the thing.

Theoretically, if you just capture all the ridership, you're probably going to actually take in more grant money than you would actually collecting the payments.
