He's really the central figure in the modern investigation of UAP and non-human intelligent life.
And frankly, in Disclosure, he and an intelligence official named Dr. James Lukatsky, goes by Jim, they co-founded OSAP.

There was this moment in time where OSAP essentially lost its funding and they carried on as a bootstrapped working group that went by AATIP.
After that, he was tasked by leadership in naval intelligence and at the DOD to put together the largest whole of government investigation that's ever existed.
And that's the UAP task force.
