If an Irish government hasn't even put out there what, for example, a unified health service might look like.
And what arrangements post a referendum would look like.
It's very difficult then to persuade a British government in relation to a referendum, which is why we have been saying for so long the government needs to really do more, including the leader of FINA Fall who for whatever reason doesn't seem to want to do it.
And I think that's the best way for a government to put its muscle and weight behind a unity referendum.
