did a superior job with the information that he had and the way that he lined it up.

the reason that they likely have not been turned over from the state, that it's normal, even in his practice, to hold those portions for further examination when they release the remainder of the body to the family so that the family can go forward with their home-going celebrations, internment, whatever is planned.
