So we have to fight back.
I get that.
I appreciate what CMPD is doing and intend to support what you're doing.
Uh I will just point out I have a concern somewhat along the lines uh of uh Councilmember
Owens, in that uh I would estimate that of the population of Charlotte, about 200,000 are below the age of 18, 17 and under.
About 60,000 round numbers are uh in the 13 to 17 bracket.
And how many of those are actually offenders?
How many of them are actually causing this problem, and how many others will be limited in their freedom?
Because we have to address this issue.
And in particular, I would highlight the fact that I think the offenders are the ones who are least likely to obey their parents.
Uh and so you have this strange situation where we're cracking down and the problem exists precisely with the people that won't uh listen to their parents, and then you have this um recourse to the parents in which they are exposed to penalties.
So I guess my c question would just be: will parents have a defense against liability for these fines because they are in
in a situation where their child is out of control.
Right.
It means that you will have to use uh a certain amount of judgment in your administration of these rules, both as it relates to the uh
uh who's out and what they're doing and as it relates.
So I appreciate that you have a tool here that can be brought to bear against the juvenile or the parent and uh I I trust C M P D to use that authority judiciously
And and not penalize people who really aren't guilty of anything.
So thank you for what you're doing.
