About the issue of Smoke Shop that seems to have a lot of interest.
And just for reference, the Santa Clara County Public Health defines what the product types and examples are under the retailer laws in, of course, unincorporated county.
but there is 2022 tobacco retailer laws, County of Santa Clara, that you can use as a reference, and it basically says tobacco retailer permit, but it also defines tobacco products and the age group that it can be sold.
Of course, that's something that state law also requires, but I think it defines what type are considered illegal.

One last comment is to be careful about how generic the definitions are, because you could border into incense and plug-in air fresheners, because they're inhalant and they're sold in stores.
I'm not suggesting they would become restricted, but we don't want challenges that say, oh yeah, I sell air fresheners.
