There was never preparation in the UK to then detain everyone who arrives after that cut-off date.
They couldn't because the numbers actually didn't slow down.
Nobody believed they would be sent back.
So people keep coming in the same numbers.

the Aegean in 2016 with Turkey, there was a huge media focus.
On the 18th of March, everything changes, and from that day on, you will be kept on the islands and returned to Turkey.
This didn't happen.
Then, basically, the result is that a few percent of those who cross from France to Britain might be detained, and of those, a few percent might be returned, and then a few, depending on, this is not an attractive offer, might be resettled.
The communication of this was the technical, you know, it was a technocratic vision, but the core bit, which I also don't understand, the communication.
Now everything changes.
Don't go.
Your rights will not be violated.
You will be returned to a safe country, but you will not stay in Britain.
It's pointless to pay the smugglers.
That communication in this clarity didn't come.
And now I get to a real problem.
Why didn't it come?
France wouldn't allow that at the moment.
Because the French think, well, we would look bad if we take people from Britain, but we have more refugees or more asylum seekers in France than in Britain.
