It wouldn't be safe.
And so she's now stuck there until Ebola is done.
It's just this sort of legal loophole.
Before the second Trump administration, there was this concept of a safe third country.
It was a rarely used thing where someone could be deported to another country where they would be safe and where they would be resettled.
