Some of the same cities who have been working with the organization to come up with ideas for the major event that you want to do at the park can be participating in this because then they can decide, now I've got my 25, I want to now utilize it

Because people like to be in their local communities.

That's one of the reasons why we have districts in the first place.

Because people want to do things in their local district, in their communities.

And we need to be able to facilitate that.
