How can we look at what China's actually doing on the water to get a better sense of Beijing's goals and priorities in the South China Sea?

And our colleagues at CSIS and the China Power Project have done some interesting work to show that it does seem like the degraded leadership capability of the PLA has some effect on at least how they pursue military action against Taiwan.
When it comes to these large-scale exercises we've seen in recent years, there are delays that appear to be correlated with the purges.
Do you see any connection between the increasingly vacant nature of PLA leadership and how China pursues gray zone coercion in the South China Sea?
Or is this set of tools so routine?
for China that it can run on autopilot.
It's a good reminder of one way in which the risk profile in the South China Sea is particularly dangerous.
