There used to be a sense that
Public diplomacy could also play a big role in deterrence in the South China Sea.
And for many years, at least my sense was that was true, that bringing greater transparency and public attention to specific acts of coercion could cause China to at least take a tactical pause.
And anecdotally, that no longer seems to be true.
But how would you think about the information environment in all of this and China's
own.
perception, the degree to which it cares about reputational risk and damage.
And China never well, China rarely says publicly that we're doing this because we're a big country and we can, though occasionally they do.
It does sometimes.
So they want it to be about a kind of legitimacy.
We should talk about the arbitral tribunal since it is the ten year anniversary.
So
This is a binding ruling that the Permanent Court of Arbitration delivered in response to a case the Philippines brought against China saying that most of China's claims in the South China Sea are effectively unlawful.
So would be interesting to go a little deeper on the tribunal.
Why China hates it so much and the degree to which it really m matters or is connected to what's actually happening on the water today.
I'm grateful for that actually.
But I do think it's the most notable.
So you might argue the arbitral tribunal matters just in different ways potentially over time.
