I just call it a regular mayor system.

Minneapolis and St.
Paul and Duluth and New York City, Chicago is a strong mayor system where the executive runs the day-to-day operations and the council is like the Congress.
They pass laws.
More of a legislature.
That's exactly right.
So the police, for instance, report up through the commissioner, ultimately...
I appoint the commissioner of safety and the police of chief, the chief of police.
Our council then confirms the appointment.
Well, you're asking all the right questions.
So we have had what is called a separation ordinance in place well before my time.
