Can you guarantee in writing that CMPD personnel, facilities, databases, surveillance technology, intelligence and other resources will never be used to support immigration enforcement through this agreement?
If DAJ directs Charlotte to provide assistance that conflicts with CMPD's current policy
Can Charlie refuse without losing funding or being required to repay it?

Um and we just spoke about this briefly.
The solicitation um says a participating city could be required to reimburse the federal government.
You we just spoke about this for a future intervention following an increase in violent crime or quote unquote public disorder.
That to me raises several unanswered questions, particularly who defines quote unquote public disorder.
Could it include demonstrations, civil rights protests, or opposition to federal activity?
Uh who decides when federal intervention is necessary?
Who determines what personnel resources are deployed?
