I don't place a lot of stock in expectations, I must admit, just because I think if you put too much stock in expectations, then that always encourages politicians to think that they can somehow wrestle control of the narrative just by talking rather than acting.
But people's expectations usually reflect an underlying reality, which is this stuff is just getting more and more expensive relentlessly.
