The item before you is the 2025 capital intensity factor.
This item was discussed at the Finance Committee in February of 26 with the recommendation that the board advertise the proposed capital intensity factors for a future board public hearing.
Given the time
Of the next public hearing being July 15th, staff also has recommended that phase three of the 2023 CIF that is scheduled to be effective on July 1st be paused as the discussion of the 2025 CIF, which would replace it, is still ongoing.
Since the discussion with the Finance Committee, responses to questions posed by committee members have been

And the proposed effective date has been updated after discussions between staff and industry representatives to be effective as of the date the board adopts the 2025 CIF and apply to all rezoning applications that have not yet been acted upon by the board.
