My name is Rick Riccardi.

I'm going to read so I don't run over to three minutes.

I'm with Fellowship Recovery Community.

And I just wanted to start by recognizing the significance of these opioid settlement funds.

They exist because we lost a lot of lives, like over half a million people through opioid overproduction, and because we now have the opportunity to build something better.

To date, Broward County has received approximately $46 million in opioid settlement funds, from what I understand, of which only $6 million have been utilized, leaving $40 million unappropriated.

And then we have, over the next 15 years, an estimated $120 million coming into the county for this purpose, to help us.

These funds were not designed for a narrow response.

They're intended to support full continuum of care.

That is prevention, treatment, harm reduction, recovery support services, housing, peer services, outreach, and long-term stability.

Without recovery support, without housing, peer engagement, and community, people cycle right back through the emergency rooms and jails and detoxes.
