That's certainly present and most visible in policing, but there are huge financial incentives to avoid accountability.
And I think that one of the things we've done when looking at like police unions, for example, is we've said, why are they protecting bad officers?
Well, we almost forget in that conversation what their role as labor union leaders is.
And I think that the system is designed to protect bad acting officers because there are financial incentives.
It improves police power.
It expands broken windows policies, which widen police power.
And, you know, who wants to be watched more than they have to be?
I think there's something to be said for that.
So it's absolutely an issue, but I think that we view it as, as Mr. Coates said, is that policing in many ways is a reflection of our own society and the racism within it is a reflection of our democratic will.
And what our book really intends to do is invite readers to invest in their local police departments where you can change policy and you can change culture through policy and through communication.

But let me give you an example here in Oakland, where I am now, when there was a major sex scandal where many officers were sleeping with the same underage woman.
There was a backlash from the community.
There was a ballot initiative to totally change the oversight structure.
Now, when I was when I was executive director.
the chief had to agree with me on each disciplinary action against a police officer.
So we conducted joint investigations and then civilian oversight had a major role in that accountability.
We were in the room for a lot of major decisions and then it came down to us a lot of the time.
And that's because the community was outraged and they came and said, we need to put together a city charter that's going to reflect community values.
