You need to know how much material to expect before you begin investing in equipment, distribution, and logistics.

That said, what I have not been able to figure out is how, once those RFPs hit the street, does Broward County put the landfill into play to be able to respond to that RFP?

Presently, for those who don't know, we have a contractor, Big Dog Express.

They process all the yard waste that comes into our landfill right now.

It is a very small amount.

It is just a commercial amount.

It's around 14,000 tons.

There is no flow control that directs all of our residential yard waste to the Broward County landfill.

If there was, there could be literally 20 to 30 times that amount of material coming in to be processed.

The landfill, according to our consultant, could handle that amount, but it does require planning and it does require preparation.

If the county was interested in operating a mulching operation for residential, the answer is simple.

We would respond with a proposal accompanied with the financials required to stand up the facility and run it like a utility.

like our water department, where we simply pass through the cost of doing business, and maybe we include subcontractors like Filthy Organics that specialize in compost.

Or we consider a public-private partnership that allows the use of land to stand up in operation and take care of all this by contract, again with subcontractors like Filthy Organics to specialize in composting.

That decision is coming to this day sooner than later.

Either way, what is important is that we should all know the revenues and costs of businesses where public land is being used.

It is important so that we make sure that the public benefits are preserved.

But today we are tasked with deciding on this unsolicited bid.

How does this fit into the overall picture?

I'm still not sure, but if this is the will of the board, we should be asking, how can this overture provide a pathway to the bigger picture?
