Appearances
For many residents, CRCs serve as the primary access points to these critical and time sensitive resources.
CRCs were designed as one-stop shop resource hubs that bring multiple HHS and community partner services together in a single location.
In addition to the benefit programs I mentioned, CRCs connect residents to workforce, education, and healthcare resources that go beyond just mandated services.
Our goal is to reduce barriers to access and make it easier for our residents to receive the assistance they need in one place.
When the CRC model was developed in 2015, the five locations were intentionally selected based on where the highest number of HHS customers lived.
As shown in the purple heat map, the majority of HHS customer residences were located within what many refer to as the crescent of higher poverty in Mecklenburg County.
I'll return to this topic shortly, but I want to note that this pattern of customer residential density remains fairly consistent as of 2026.
The map on the right illustrates the alignment of the five originally proposed CRC locations in relation to areas with the greatest number of HHS customers.
The Valerie C. Woodard CRC opened in West Charlotte in June 2018.
The Ella B. Scarborough CRC opened in Northeast Charlotte in August 2023, and the remaining three CRC locations are proposed for the east, southwest, and northwest areas of the county, all planned for opening across the next decade.
Now here's the customer volume that I really wanted us to dive into.
From June 2025 to May 2026, the VCW and EBS CRCs had approximately 164,000 total customer visits.
The two CRCs operated at similar daily volumes, each averaging around 340 customers for a combined average of nearly 680 people total per day combined at both sites.
Our peak volume days through May, 2026, the VCW CRC saw 541 customers and the EBS CRC saw 600 customers with a combined highest same day volume of more than 1100 customers.
But since these slides had been finalized just last Monday on June 15th, we exceeded even these highs with VCW serving 555 customers and EBS serving 609 customers.
So we actually saw a number closer to almost 1,200 total customers in one day.
CRC customer volume increased significantly beginning in January 2026.
And from January to May of this year, there has been a nearly 50% increase in customer visits compared to the same timeframe in 2025.
VCW is now averaging 400 customers per day, and EBS is now averaging nearly 440 customers per day, with multiple days exceeding more than 1,000 customers.
Several factors are driving this increase, including the closure of the Catherine and Wilson Center on December 31st, 2025, increased in-person WIC visits, and initial implementation of federal policy changes enacted through HR1, which I know you all have received many updates regarding.
