If you make a request to any police officer for his name and badge number, even if it's written on their jersey, which they all are, they are obligated by law to identify themselves verbally as well.

Mind you, why is ICE not?

I believe that they are.

And one of the things that you want to do is constantly, constantly just turn around and say to them, kindly, sir, or ma'am, kindly identify yourself by name and badge number.

Before I even speak to you, kindly identify your name, full name, and your badge number so I know who I'm speaking to.

And you have every right within which to do that.
