Uh happy birthday, Madam Chair, and thank you for the opportunity to testify.
My name is Ben Young and I'm here representing the Virginia Coalition for Fair Contracting and Employee Protection.
Virginians for Fairness is a coalition of the Commonwealth's major commercial construction industry associations representing thousands of contractors and workers in the state of Virginia.
Yesterday we provided the board a letter outlining a few of the coalition's primary objections to item one 1A on tonight's agenda.
This item would mandate two project labor agreements or PLAs on county funded projects.
Given the time constraints, I want to focus on one item tonight.
In the PLA wards, there's often a lot of science that has been funded by either the construction industry or the labor unions, and I'm sure you've seen some of it.
The RAN study that I passed out earlier, I think uh you have copies, and we've certainly cited it in our letter, uh, is the largest ever independent peer-reviewed study specifically on the question of whether PLAs increase the cost of construction.
RAN studied proposition HHH, a $1 billion voter approved initiative to build 10,000 units of affordable housing in Los Angeles.
After the voters approved the proposition, however, the LA City Council
Placed a PLA on some, but not all units, providing a great natural experiment for this very question, which gets debated in a lot of chambers like this.
Rand, which has no dog in the PLA fight and is an independent, nonpartisan, respected research group, found that the existence of a PLA increased the cost of an affordable unit by a whopping 21%, meaning that when PLAs are mandated, the public loses 20 cents on the dollar.
Stated differently in affordable housing with a PLA, the public receives only 80 units for every 100 units it pays for with a PLA.
It's no surprise that the propositions in HHH produced less than 8,000 of the planned 10,000 affordable units.
This phenomenon, however, is not unique to affordable housing construction.
