And specifically, she cited something called Executive Order 13848.

And she said, this executive order signed in 2018 gives me the authority to be there rummaging through ballot boxes.

Well, guess what, Katie?

I wrote that executive order.

I wrote that order.

And you know what?

It doesn't give the director of national intelligence authority to be there.

Tulsi Gabbard was a house congresswoman when that order was written by me and others inside the first Trump administration.

The order was written to allow the president

any president to sanction foreign adversaries who meddle in our elections.

And the authority it gives the director of national intelligence is the authority to write a report if the director of national intelligence sees that there's any foreign meddling in our elections.

It doesn't give the director the authority to go show up at polling places.

It doesn't give her the authority to dig into ballot boxes.

That doesn't exist.

In fact, Katie, we were so worried

that this order could be misread in the future, that you can pull it up and read that we included the language in there specifically that says there must be a separation between intelligence and law enforcement, basically saying, hey, DNI, your job is to write a report if bad guys meddle in our elections, not to go dig around in ballot boxes.

If there is a federal crime committed,

Federal law enforcement will go look into it, not the spy chief of the federal government digging into domestic ballots and voter rolls.

But now that's what's happening.

So I will tell you this.
