So do you think this is a real ideological change on the part of the Cuban government?
Or is it just because it's worried about this fuel blockade from America and what else might happen down the line?
Of course, there's an element of sort of self-preservation here.
But at the same time, the Cuban economy was in deep, deep trouble for many, many years before that.
Donald Trump came to power for the second time.
Cuban people have been dissatisfied with the direction of the revolution for years, have been calling for wholesale change, particularly in the economy, while the Trump administration's policy is undoubtedly forcing the hand of President Miguel Díaz-Canel.
The truth of the matter is they're faced with very little choice.
They've doubled down on the Cuban communist project on a number of occasions when their backs have been against the wall economically in the past, and it simply hasn't served them well.
Just a point, Will, about how people are reacting to this news of possible big sweeping economic changes.
It'll be welcome news for many people because people are really struggling, aren't they?
They certainly know the status quo with rolling blackouts, with minute pensions, with hunger, with endemic poverty is just not working for the vast majority of Cubans anymore.
And while they certainly blame the Trump administration, they also most clearly blame their government as well and do want to see that change now.

They need pollen to feed their larvae, but they don't always get the right essential amino acids from the pollen that is most accessible.
So they refine their diet to create the right mix of food for the larvae.
Very smart indeed.
