Kansas City Council members passed a six hundred million dollar funding deal last week for a new baseball stadium at Crown Center, but the stadium isn't a done deal.
Councilman Crispin Reya voted in favor of the plan.
He says several big steps are still coming.
The Kansas City Royals still need to submit their master development plan.
Opponents of the deal say it was rushed and benefits the team's billionaire owner more than it does the city.
They've called for the city to allow residents to vote on the deal.
But Reya told KCUR he doesn't think the city is obligated to delay work on the stadium.
The mother of a Missouri man killed by Lenexa police last year is now suing the city and the officers involved, Kyle Palmer reports.

On Wednesday, Cole County Judge Daniel Green sided with Missouri Secretary of State Denny Hoskins in two cases where the Secretary declined to allow measures on the November ballot.
One case is probably pretty familiar to our listeners at this point.
The group People Not Politicians collected enough signatures to put the state's new congressional map up for a vote, and sued Hoskins when he didn't allow that measure on the ballot.
And in another case, the group Respect Missouri Voters proposed an amendment that would make it much harder for lawmakers to overturn ballot measures that voters approved.
Three people who signed that petition sued Hoskins over his denial.
And now, both cases are headed to the Missouri Supreme Court on September 2nd, just before the September 8th deadline to get measures on the November ballot.

He joined me to talk about what's next and what this could mean for the future of state politics.
