And they looked at those two time periods and they said, let me look back at the savings and loan crisis back in the 80s and 90s.
And then let me look at the failures.
Now, this was done in 2010 that were coming out of the financial crisis and the banking crisis.
So it was still emerging at that time.
But obviously at some level, they had some estimation of what those would look like.
And so they used a simulation that said, let me go back in time and say, how high would the fund have had to have been?
in order to maintain a positive fund balance and still maintain level assessment rates so that you didn't have to charge some type of large spike or you didn't have to charge some type of, we call them pro-cyclical assessments where
When things are the worst, they'd have to charge the banks more.
So they tried to say, let's set a level playing field.
And basically they went back and they did a historical simulation and said, oh, generally speaking, the fund would have had to have been at or above 2% prior to each of the two banking crises in order to maintain positive and still keep a stable assessment rate.
So, Abbott, I think absolutely you bring up a great point and one that we make in our paper that we think it's really questionable and we think that should be rethought.
That is the S&L crisis still appropriate given all the changes, all the structural changes?
All the regulatory changes, frankly, the world changes.
It's just it's significantly different.
And our financial system is significantly different.
And banking is significantly different from that time.
So we absolutely think that deserves and all of our paper points to really taking the time and reassessing this and reading this.
We're not saying, hey, it's wrong.
Rather, we're saying it's time for you to do additional analysis.
You did a deterministic one-time view, historical simulation, a lot of information's out there, including further passage, further away from the SNL crisis.
