I think in 2010, maybe that made sense.
You could understand it.
It was only 20 years or so, at least the tail end of it.
But at this point in time, again, as you're talking about closer to 40 years, again, I think that begs the question that you're raising, and we agree.
To Brittany's point, in the paper we actually talked about where the DIF accumulated loss provisions of over $100 billion associated with the financial crisis.
And this was in 2010.
And then ultimately realized losses were still significantly significant.
But really for those between 2008 and 2013 failures, ended up being less than $70 billion.
So a significant overstatement in terms of actual realized losses.
There's a lot that goes into that, and we acknowledge that in our paper.
And so the suggestion is not merely to throw away what was a contemporaneous estimate at that point in time, but rather to also consider that there are trade-offs and to understand that, yes, you might want to account for tail risk, but you want to also make sure you're not systematically oversizing the fund based upon, again, an estimate made in the worst of times, in the darkest of times.
Sure, these are real-world costs to the banks that then get passed on in some way, shape, or form on to customers and through the economy.
