As I think has been mentioned here several times tonight, this is a Dillon rule state and the Dillon rule says you have to have that authority from the General Assembly to move forward.

what others are doing and our opinion as to whether or not we can do anything that's in here.
One of the things that I hear as a stay often is that legislative applications for which the board or the governing body has a year to act on an application, you could pause that application while it's pending, but that's about the best you could do.
I cannot see how you can pause
administrative applications as there's a process in the code should it take too long.
There is deadlines for administrative applications and I don't believe that we're gonna be able to do that.
I want to just have a point of clarification because I may have misunderstood you, but I think I heard you say two things.
I've heard you say both the words prohibited and the word discouraged, which are two different words.
Can you clarify what you're actually saying?
The Supreme Court of Virginia has identified that moratoriums are not legal in Virginia.
There was one case where there was
I hate to use the word moratorium.
They delayed the number of building permits to be issued because there just wasn't enough water.
And they had a solution to their water problem.
This was coming out of Virginia Beach and the Lake Gaston pipeline.
And that very temporary stay was allowed.
