Appearances
Parking for clients is located near the entrance to the property.
The entrance is located on the right hand side here off of Spruce Hill Lane.
The parking is shown in red.
Indoor training is proposed within the existing agricultural building shown here in blue near the front of the property.
The hatched blue area adjacent to this building here represents the 7,200 square foot addition to the existing agricultural building.
The existing Tsonga family residence shown here in yellow will be utilized for administrative and office functions associated with the academy.
The outdoor training field located to the property here in green in the back is shown in green, which I'll go into greater detail on the next slide.
So here we can see the outdoor field exhibit.
Home plate, where clients will be batting from, is located in the southwest corner of the property, furthest from adjacent homes.
There is approximately 500 feet to the opposite property line, providing ample space for batting practice.
Areas closer to existing structures are restricted from training use, shown in gray.
It should be noted that all outdoor training is conditioned to utilize safety netting and to occur between the hours of 9 a.m.
and 6 p.m.
Outside of those hours, all instructional activities must occur inside to mitigate noise and disturbance, and I will be discussing those conditions in greater detail.
So the subject property is located within the rural north place type, which envisions mostly agricultural and agricultural supportive uses with limited residential.
However, the place type guidance in the general plan is clear that non-agricultural uses may be compatible as well if they are provided at an appropriate scale and intensity.
The proposed training academy use is not agricultural.
However, staff recommends the following conditions to address this guidance from the place type.
As the application requests modifications to three of the eight specific standards, staff finds it necessary to recommend a number of conditions to address compatibility and safety.
In addition to the outdoor training regulations previously discussed, staff is also recommending restrictions on outdoor lighting, overall hours of operation, maximum participants, as well as other operational controls.
