Now saying Donald Trump has given it to him at 51 votes because reconciliation passes that way.
And John Thune saying, oh, can't do that either.
So what he's doing, which is shocking in my mind, is telegraphing his own incompetence.
He has 53 Republicans, and they cannot pass at simple majority a reconciliation vehicle that may.
We don't know if it will.
We haven't run through the process yet.
But he's not even willing to try to make the program as reconcilable as possible to get it through this vehicle.
You can't make any deal with anyone?
This gets to the point of what the Senate actually is for, which is to solve problems.
And the Obamacare example is very instructive because, again, what the Senate provides you as an institution is the ability to leverage the physically grueling process of deliberation.
And what Harry Reid did when he passed Obamacare, people may remember, it actually passed in two parts.
It passed, one, as part of a reconciliation vehicle, a simple majority.
But the second part passed, the major policy of Obamacare passed the Senate in its traditional form, subject to a filibuster.
Now, Harry Reid had 60 Democrats, but he didn't have 60 votes.
OK, he had Lieberman and he had Ben Nelson.
He had to chase those votes.
And he had Republicans on the other side throwing every possible delay tactic at him.
And so what Harry Reid did is he didn't walk around and say, well, I just don't have 60 votes.
Sorry.
He used the institution.
