I think they're watching us very carefully and they are adapting as they need to because we're not the same society that we were in 1947.
They appear to be engaged in monitoring.
They appear to be engaged in approaching for a certain period of time.
They engage in what I've come to call data denial.
So this is not disclosure.
What we are seeing, I believe, is the result of a kind of tug of war going on behind the scenes.
I just do not think, based on any behavior that I've ever seen in this phenomenon, that they have the slightest desire to actually communicate with us in an open way.
They have total command of every situation that they seem to be engaging in.
