And all of this was working.
The federal government was expressing a greater interest in roads.
It looked like money to build a highway system might be on the way.
1916, money was made available and the states began to pave their roads.
By that time, every state had its own highway department.
And they were at least working to improve the dirt and gravel roads.
But then you had World War I, and everything stopped.
Coming up, the war is over and Cy Avery is hellbent on getting his highway.
In April 1917, the United States declared war on Germany.
And when it entered the war, road-building efforts came to a screeching halt.
Instead, states like Sy Avery's Oklahoma focused their resources on the war effort.
They sent their oil, mules, oxen, and draft horses to the battlefront.
When the U.S.
military came home, it was newly motivated to invest in its own highway system.
And that wasn't the only thing that had changed.
Regular Americans had cars now, around 6 million of them.
