It's the process used to pass the One Big Beautiful Bill Act with a simple majority in both chambers.
Chairman August Fluger says the RSC's framework includes legislation focused on health care and housing affordability with the goal of cutting spending by $1.6 trillion.
But getting a bill across the finish line will be a challenge with a slim GOP majority.

Some Democrats in Congress have
called on leadership to block funding for the Department of Homeland Security, even if it were to result in another government shutdown.
Senator Mark Warner is not one of them, saying he doesn't want to see a repeat of last November's longest shutdown in history.
Congress has until the end of January to pass 12 appropriations bills to fund the government.
One of them funds the Department of Homeland Security, which oversees ICE.
