This is an excellent question, Yasmin.

And as best as I can tell, there are no rules whatsoever in the Senate in terms of requiring senators who miss certain amounts of time to be transparent.

There's no rule that they have to, for instance, put in writing with the Senate why they're away and how long they're going to be away and what their condition is.

There's nothing like that.

There's no rule that they have to address the people after a certain amount of time for being away.

There's no committee rule for this.

What we do know is that no senator can vote remotely.

So unless you're there physically in person on the Senate floor, you can't cast a vote, which is why McConnell has missed about 40 of them.

Same thing in committee.

You can't vote remotely.

So he's missed a lot of votes in committee as well.

And

Republicans on the Appropriations Committee are basically jammed because they only have a one vote margin and they can't get things passed without him.

So it has affected business in the Senate, not dramatically, but it has.

But yes, there are no rules here.

And this is why Senator John Thune, the majority leader, seems to be punting on this, saying this is between McConnell and the people of Kentucky.

The general sense has been if there is a problem big enough where a senator is unable to serve, then the politics will resolve themselves.

And this seems to be testing that a little bit.

Senator Rand Paul is the first person I've heard say that.

But yes, it is in the ether that he is someone with national ambitions, that he is in his second term as governor of Kentucky.
