It was underpinned by some really clear and clever strategic thinking.
And I I describe it as something like
a theory of strategic patience or restraint.
And it goes all the way back to Mao, who in the early 1970s, when China was facing the dual threats of the Soviet Union on the one hand and what he described as the American imperialists on the other, came up with a strategic maxim that amounted to something like dig deep shelters, i.e.
sort of air raid shelters, liberally stockpile grain, so attain food security
and do not declare hegemony.
The Chinese is Buchongba.
And that has formed the foundation of of, I would argue, strategic thought for China through the reform period.
Dung famously adapted this after Tiananmen Square in 1990 with his evolution of the phrase, which was to hide your capabilities and bide your time.
Ta Guang Yao Hui.
There are actually two other components of that.
That are less well known.
One is to preserve the appearance of being humble, the appearance of humility, perhaps something like keep a low profile.
And the other one is don't get out in front and do have a dunk halt.
Don't go out ahead.
And then in the two thousands, when in Washington there were real concerns about China becoming a serious threat competitor.
By that point its material rise couldn't be denied.
And you know, again, Beijing's
Sought to innovate on this with the peaceful rise narrative, from which was really led by Jung Bi Dien and the MSS.
And the idea here is that China, yes, China is rising, it's getting more powerful, but unlike the Brits and unlike the Americans, we're going to be a peaceful rising force.
