I am seeing enforcement, but I only see three categories here, which is traffic tickets, bike patrols, and Target.

Yes, red light cameras, speeding cameras were not part of the enforcement.

Is there a distinction the report makes between where a sidewalk could be constructed without loss of homeowner property versus where we'd have to encroach into homeowner property?
