During the housing element discussions all the way through to the final hearing, the materials included an APN but not an address.
And as a member of the public at that time, I repeatedly raised the same comment that
the APN is not easy to identify and an address should be included.
So I offered at that time written comment and public comment to that effect.
So if you go back, look at the housing element materials, the APN is there, the address is not.
And it's possible that the address could not be included in certain cases.
So maybe that was the reason.
And maybe Luke can clarify that.
There may have been parcels that were, for example, the public right-of-way and therefore did not have an address.
So can staff clarify, did we have a precedent during the housing element when the site list was socialized with the various meetings that the APN was used but not the address?
But otherwise, it's fair to say if a notice existed, you would include them.
Given the amount of ambiguity in this, maybe it's worth just including the language just to be explicit to encourage inclusion of the address where possible.
But if you're talking about a postcard, how do you click a link on a postcard?
Yeah, it just seems to me like an address would be the most straightforward thing to include.
