Treasury couldn't stump up the money to reach the three percent of GDP by twenty thirty target, is now incapable of saying in public, John Healy, he resigned over this issue, and yet now as Chancellor he cannot tell anyone categorically that we will meet precisely that three percent of GDP target by twenty thirty.
