Live from NPR News in Washington, I'm Ryland Barton. Protesters filled the streets of downtown Minneapolis today to oppose the Trump administration's immigration crackdown there. NPR's Jennifer Ludden reports the protest included an economic boycott with hundreds of businesses closed for the day.
Ralliers turned out despite frigid temperatures, with some saying they know people who've been arrested. One man who's been here decades and says he is in the country legally was still afraid to give his name because of how aggressive he says ICE agents are acting. He spoke through a ski mask for warmth.

Refugees and even U.S. citizens have been arrested. The Trump administration has accused protesters of being violent and threatened to invoke the Insurrection Act to quell them using active military forces. One woman said she can't worry about that. The Trump administration is reviewing all federal funding sent to 14 Democratic states and the District of Columbia. As NPR's Tamara Keith reports, this comes as President Trump pledged to pull federal funding from so-called sanctuary cities and states.
A memo from the White House Budget Office ordered the review and says the information will be used to reduce the, quote, improper and fraudulent use of federal funds. It says this is a data gathering exercise only. But earlier this month, President Trump made the following pledge.
