One man is dead and the Secret Service says it shot him after he approached the White House security checkpoint Saturday evening and fired numerous shots at officers. Officers returned fire. For a short period of time, the White House was put on lockdown, but that has since been lifted. No one else has been injured. No comment from the White House on what took place. California's Governor Gavin Newsom declared a state of emergency as first responders battled to keep a damaged chemical tank at an aerospace company in Southern California near Disneyland from leaking or exploding.
40,000 people who live nearby have been given evacuation orders. The tank began to overheat on Thursday. Orange County Fire Authority Division Chief Craig Convey says they are optimistic they will be able to keep the tank cool in the next several days. The Africa Centers for Disease Control and Prevention says about $319 million is needed to respond to the Ebola outbreak that is affecting Central Africa. That's more than what's been mobilized so far. NPR's Jonathan Labbert reports more than 800 people are sick and 180 are dead.
The outbreak is centered in the Democratic Republic of Congo, but three new cases in Uganda were confirmed today, underlining the risk to the region. Africa CDC Director General Jean Kaseya said on Saturday the funds are needed to boost testing capacity, fund medical clinics, and move supplies. So far, he says various pledges from countries or other organizations total about $200 million.
Kaseya urged countries to work together to contain the virus.

AAA says the price of unleaded regular gasoline declined two cents Saturday and the national average is now at $4.53 a gallon. However, that's still about a penny higher than it was a week ago. A month ago, gas cost $4.03 a gallon. A year ago, it was $3.19. Diesel, the main fuel in trucking, rail, and freight operations, dipped to $5.63, down from a penny on Friday.
