Thank you so much, everyone. Now I will kick it over to on number four, four A. Uh give it over to the County Executive. We'll talk about the principle of sound financial management.
Excellent. Thank you, uh Chair Bodie and members of the committee. Uh want to uh introduce uh Lily Joe Krest who will come up and uh do this presentation. This is Really a reminder of what the board approved uh in the spring in terms of the the changes to the principles, uh uh of sound financial management and just an overview of what the principles are. Uh so I will turn it to Over to you, Miss Cress.

you. All right, got my clicker organized here. Thank you. Uh good morning, Chair Bodhi, members of the committee. Lily Joe Crest, Assistant Director of Finance for Treasury Management. The principles were first adopted by the board in nineteen eighty eight. And over the years have seen many amendments with the most recent in twenty twenty four. The principles do require us to review them with each newly elected board. So at a minimum every four years. We meet in annually. We report on the compliance of the principles. Typically around April. The purpose of the principles is to guide the board and the county executive with your fiscal decisions and guide departmental directors with their budget planning. It assures sound stewardship of taxpayer dollars, budget flexibility, and ensures structural stability to weather economic cycles.
They instill public trust and instill discipline upon the organization to ensure long term stability. So that we won't start things that we can't sustain over the five year plan. And they are key measure. Of fiscal strength and creditworthiness with the credit rating agencies. And our underlying factor for the counties. Three triple A ratings. We are one of fifty five counties nationwide and one of thirteen within Virginia that maintained three AAA ratings. And I'm also pleased to report that the most recently um upcoming VPSA bond cell we met with Vitch Ratings and on September eighth they affirmed our triple A rating. Thank you. Thank you for our debt team. Um, but there are still some areas where we are not true triple A.
And it is these policies that help to pull the rating up. Because rating agency knows that the board is going to adhere to these policies. The principles are a leading indicator of trustworthiness and set the foundation for success in economic development to help attract businesses to Prince William County. And while there are 12 key focus areas, today I'm going to present and propose two major changes. One is uh policy one, fund balance, and the other is related to policy five under debt management. Алан внос. Um but before I go any further, I would be remiss if I didn't thank our team in Treasury Management for this project. And also the collaboration with other departments such as economic development, procurement, human resources, OMB, and all the divisions within the Department of Finance.
So today we bring forth a few proposed changes that are both administrative and major in nature. The administrative changes may include terminology updates, clarifying language, sentence structure, numbering, but it is important to know that they do not impact the intent of the principals. Major changes include new principles, threshold changes, and other meaningful additions or deletions.
