Well, good evening. Welcome everyone to our april eighth, twenty twenty six Planning Commission meeting. We uh we we will open with the markup of a motion to recommend the FY twenty twenty seven uh to FY twenty thirty one capital improvement program, and this will be a recommendation to the Board of Supervisors. We will then address Commission business before we convene seven public hearings, four of which are specific to setting fees for the operation of four types of land use related services. So um first up is our CIP markup. I'm gonna turn to the chair of our CIP committee. uh Commissioner Sargent uh to lead us through that markup. Commissioner, the floor is the dais is yours.
Thank you, Mr. Chairman. Um Mr. Chairman, Fairfax County's capital improvement program serves as a planning tool to identify, coordinate, and finance capital projects. The planning commission began our initial review of the CIP at the February twenty sixth CIP committee meeting. We hosted our annual agency CIP workshop on March Fourth with a public hearing the same night. We had the opportunity to hear from ten county representatives about CIP projects and solicited feedback on the CIP from residents of the county. At our committee meetings we discussed the CIP and received additional and more detailed information from county staff. During those discussions, the economic uncertainty in Northern Virginia has been a subject of concern.
While economic fluctuations can impact the CIP, it is important to note that the CIP is a long term planning document structured to plan for infrastructure development, capital projects, and major improvements over several years. The program is designed with flexibility and undergoes an annual review process which allows for timely updates and recalibrations based on the economic circumstances. In summary, the capital improvement program's long term perspective and annual reassessments provide a robust framework to ensure that the county continues to plan for the future. I would like to take this opportunity to thank staff for all of their hard work during the CIP process. First I would like to thank all of the county staff that presented their capital programs to the commission at the March workshop.
In addition, I would like to thank the CIP staff team, including Martha Reeb, Joe La Hate, Mark Thomas, Amy Simon, Rishali K Oak, uh Martha Sansaver and Salem Bush. Each year this staff reviews and updates the CIP to ensure that it is affordable and conforms to the county's ten principles of sound financial management. Finally, I would like to thank CIP Vice Chair Alyssa Bachelor Causey for her leadership and her input during the CIP process. In addition, I would like to highlight Martha Reed's leadership during the CIP process. This includes the coordination of input from multiple county departments, as well as questions, input, and follow on motions from planning commissioners. This process works well, thanks to Martha's experience and professionalism.
With this background in mind, I plan to move that the Planning Commission recommend approval of the CIP as advertised. We will then consider follow on motions from planning commissioners. Therefore, Mr. Chairman, I move that the Planning Commission recommend that the Board of Supervisors approve the advertised Fairfax County Capital Improvement Program for fiscal years twenty twenty seven through twenty thirty one with future fiscal years to twenty thirty six. The Planning Commission supports the increased baseline funding for capital renewal projects in the FY twenty seventy seven Capital Improvement Program. To further address the existing maintenance backlog, I move that staff identify long term funding strategies and resources to incrementally increase this baseline.
