Thank you, Chair. Yes, we have a decision only for NPR Park Meadow Acquisition LLC and NPR Corporate Point Acquisition LLC. It is RZ-FDP-2024-0000 and PCA-78-S-063-15. The applicant requests approval of RC slash FDP 2024-SU-00003 and PCA 78-70063-15 to rezone approximately 17.57 acres of Land Bay J of the Dulles Suburban Center to permit a mixed-use redevelopment. The proposal includes rezoning 8.1 acres from the Industrial District 3 and 1-4 districts to use PDH-16 districts and 9.47 acres from the 1-3, currently light Intensity Industrial District to the I-4 Medium Industrial or Intensity Industrial District, along with amending the proffers of RZ78-S-063 to remove the subject property from the prior approval.
The existing vacant office building and its surface parking would be replaced with up to 87 townhomes. which proposes to include rear loaded garages ranging from 14 to 24 feet in width. The stacked townhome unit would be front loaded while allowing both garage and service levels to accommodate vehicular parking. Retaining a portion of the existing office space would allow up to 7,500 square feet of additional office space with block B. The property is located within the Westfield Business Park, and the applicant is currently seeking approval from the Westfield Business Owners Association for the final design of the stacked townhomes. The applicant has proposed a vehicle and pedestrian circularization that will include information on how they are planning to provide future road grid connections, off-site trails, depiction of the current vehicle access, and proposed pedestrian stroll, which by the way is the long-term vision of the Westfield Business Owners Association.
New sidewalks and crosswalks are proposed to be installed at the intersection of Park East Circle and at the southern entrance along Park Meadow Drive. The architecture of the townhomes and Stax Homes fits into the fabric of the neighborhood. It respects the environment and addresses the impacts of public facilities and respects and recognizes the historic and contributes to providing affordable housing to that county. The applicant has proper to achieve residential certification under Earthcraft or National Green Building Standards using ENERGY STAR qualified homes or an equivalent system approved by the Environment and Development Review Board. Since it is in the Sully District, the applicant has conducted a noise study that confirmed the site is located outside the DNL 65 contour.
They have also proffered to update the study at the time of site and building plan review to ensure the interior noise levels do not exceed NDL of 45. Finally, regarding transportation, Pedestrian improvements include new sidewalks, ADA compliant curb ramps, and crosswalks at major intersections. Regarding equitable transportation access, Fairfax Connector Route 642 will operate along Park Meadow Drive and will have an upgraded bus stop that's adjacent to the site that includes a bench, a bike, bike rack, and shelter pad. And also the reason that this application was deferred, we have evidence that the applicant has included the universal design proffer as well as the language that refers to suburban, Dulles Suburban Center.
