Well, good evening. Welcome, everyone, to our June 3rd, 2026 Planning Commission meeting. We're going to open with Commission business, including what we call a decision only, and then we'll convene six public hearings. So we have a pretty long night ahead of us. Starting with Commission business, I'm going to first turn to Secretary Hancock. You have an announcement on minutes, I believe.
Yes, the February 2026 minutes have been circulated. Those are for February 4th, 11th, and 25th, and we will take those up on June 10th. Thank you.
Thank you. Commissioner Carter, you have a decision only. Yes, there's some last minute changes to the development plan, and I'd like to just read those in, if I could. Please. And I'll make those part of the motion. Okay. So, and if you remember, this is the lofts. two from pulte and we've had hearings on this we've had lots of meetings out there i i i've enjoyed working with everybody on both sides uh so i appreciate all the work that everybody's done but there's just a few things if we could get these into the development plan one easterly road So I think what we have here is two property owners that haven't quite come to agreement on how we get Easterly Road done. So I think we better have more attention on the interim portion of that.
So I would ask you to incorporate the following. New section incorporated into the Easterly It's a section and a plan for lofts, the area between lofts one and two, to correct the grading. There's a stair below grade, sidewalks, trees, with potential for on-street parking as requested by the residents. Second part of number one is the sketch that goes between Lofts 2 and the adjacent property and incorporating into the development plan between the adjacent property and Lofts 2 the correct grading, finished floor and grade elevation no more than three to one slope to the front doors for the interim and final condition. Revised proffer not dependent on the adjacent property for action, and hopefully maybe a quick meeting with adjacent property.
So that's number one. Number two, if you remember, we talked about striping in front of Lofts 1. So I think we ought to have a proffer that requests striping of the lanes and crosswalks for Reston Station Boulevard and a plan for striping interior parking areas to the stacked townhouse area. Three, the dust. So include a proffer for remediation for immediate adjacent properties in Lofts 1 to remove dust for portions of Lofts 1. Four, snow removal. proffer to remove snow within 24 hours of the end of a storm on Reston Station Boulevard and Easterly Street as private streets until the takeover as a public street by VDOT. So if we could get those four items incorporated. Let me ask, is the applicant representative here?

thank you, Mr. Chairman. Brian Winterhalter with DLA Piper on behalf of the applicant. I'm going to go in backwards order to make this easier for us. Snow removal, that's fine. So we can add that to the proffers. With respect to dust and controlling debris, we can make a contribution to the Loft One homeowners association so that they can go and engage a power washer, which they've asked us to do. And I think it would be better if they engage that power washer directly so we can do that. and add that to the proffers. With respect to the striping, I do believe that that's going
to be required for us to be released from
bond anyway, so we can make that more formalized in the proffers.
How does Commissioner Carter address the lofts and related development items?
With respect to Easterly Road, Commissioner Carter, I think I understand what you're asking. I would like to have our engineering team have a chance to look at this in a little bit more detail. If what you're asking is to update our development plan in connection with what we've had previously discussed with county DOT staff. And there were some discrepancies after we had committed to do the full ultimate section of Easterly Road on the west side, on the Lost One side. And that wasn't properly reflected in the development plan, arguably.
